Repeals Section 4 of Article VI of the North Carolina Constitution, which requires voter registration applicants to read and write any section of the Constitution in English.

Submits the constitutional amendment to North Carolina voters at the statewide general election on November 3, 2020.

Ballot question asks voters whether to approve the constitutional amendment to repeal the literacy test requirement.

State Board of Elections must certify the amendment to the Secretary of State if a majority of votes cast are in favor; the amendment takes effect upon certification.

Amendment has no effect if a majority of votes cast are against the proposed change.
