Requires manufacturers to notify interested parties (state agencies, insurers, pharmacy benefit managers) at least 60 days before implementing a substantial price increase (10% or more over 12 months), with written disclosure of justification, previous year's marketing budget, acquisition price if applicable, and five-year price history within 30 days.

Mandates manufacturers notify interested parties within three days of FDA approval for new prescription drugs and disclose the drug's price, justification, expected marketing budget, and acquisition price if applicable within 30 days.

Requires manufacturers or their agents to disclose to prescribers whether any ingredient in a marketed prescription drug poses a known risk of dependency in humans.

Imposes a daily fine of $1,000 on manufacturers that fail to provide required price increase and new product notifications and disclosures until the information is submitted.

Directs the Secretary of Health and Human Services to develop a data collection plan, create a public online portal for accessing drug pricing disclosures, and submit annual reports beginning December 1, 2020 identifying the 25 most frequently prescribed drugs, 25 costliest drugs, and 25 drugs with the highest year-over-year cost increases.
