Requires the Legislative Services Commission and Legislative Ethics Committee to jointly develop and implement "zero tolerance" policies for sexual harassment, abuse, misconduct, gender bias, and workplace discrimination by December 31, 2019.

Mandates annual ethics training for all legislators, legislative officers, and legislative employees focusing on identification and prevention of harassment and discrimination, with policies to be incorporated into each chamber's permanent rules.

Establishes a confidential complaint filing process through a designated human resources employee with authority to investigate complaints, find facts, and make sanction recommendations to relevant commissions and committees.

Requires the Legislative Services Commission to contract with an independent third party to provide confidential advice to complainants and investigative support to designated employees.

Appropriates $250,000 for fiscal years 2019-2020 and 2020-2021, allocated as $50,000 for training materials and infrastructure and $200,000 for contractual services; effective July 1, 2019.
