Repeals four provisions from prior session laws effective June 30, 2020, and establishes a permanent Advanced Teaching Roles Program under G.S. 115C-311 allowing local school districts to create performance-based teacher compensation models and advanced teaching roles.

Requires State Board of Education to issue annual Requests for Proposal by September 15, with local boards submitting proposals by October 15 that must include program structure, advanced teaching role descriptions, job responsibilities, salary supplement information (up to 30% of state salary schedule), and financial sustainability plans.

Authorizes salary supplements up to 30% of the State teacher salary schedule for highly effective classroom teachers assuming lead roles, teaching increased numbers of students, implementing school-wide instructional improvements, or providing professional development and coaching.

Appropriates $1,500,000 in nonrecurring funds for fiscal year 2019-2020 and $3,000,000 in recurring funds for fiscal year 2020-2021, with up to 4% annually available for program evaluation; allows Department of Public Instruction to use these funds for planning and supporting approved local school administrative units.

Grants participating school districts class size flexibility to exceed maximum kindergarten through third grade requirements and budget flexibility to use State funds for teacher salary supplements; requires independent research evaluation in first two years and State Board evaluation reports to legislature annually thereafter.
