Prohibits the North Carolina Utilities Commission from authorizing cost recovery for natural gas transportation unless the local distribution company proves by preponderance of evidence that the transportation cost is the lowest-cost available option to meet retail customer needs.

Requires natural gas companies to identify and determine the date and amount of new fueling resources needed before executing pipeline capacity contracts.

Mandates objective study of all available alternative fueling resource options, including options other than new capacity contracts, to meet identified needs.

Requires the Commission to consider the company's historical 12-month data on actual transportation costs and volumes when making cost recovery determinations.

Becomes effective upon enactment and applies to rates fixed on or after that date.
