Changes election method for Mount Airy City Schools Administrative Unit Board of Education from nonpartisan to partisan basis, effective 2020, with seven members elected from four districts plus one at-large member.

Changes election method for Elkin City Administrative Unit Board of Education from nonpartisan to partisan basis, effective 2020, with elections held in even-numbered years.

Requires that when filling vacancies on any of the three boards beginning in 2020, the board must consult with the relevant county political party executive committee and appoint the party's recommended candidate if submitted within 30 days.

Does not affect terms of board members elected in 2016 or 2018, who will continue serving until their successors are elected; adds Surry County to the list of counties covered under G.S. 115C-37.1(d).
