• Amends mail-in absentee ballot laws to require voters provide photo identification copies or affidavits with ballot requests and returned ballots, with drivers license number or last four digits of social security number as alternative identification methods.

• Restores the last Saturday before an election as a required one-stop early voting day, with counties operating voting sites from 8:00 A.M. to 3:00 P.M. on that Saturday.

• Extends the deadline for counties to replace direct record electronic (DRE) voting systems from July 1, 2020, to August 1, 2020, upon approval by the State Board of Elections if replacement would create undue hardship.

• Authorizes counties to test new voting equipment during simulated elections in addition to testing during actual elections.

• Appropriates $7.99 million for fiscal year 2019-2020 and $6.88 million for 2020-2021 to the State Board of Elections for current operations and voter identification implementation.
