Department may use funds from the Wastewater Reserve or Drinking Water Reserve to provide emergency grants covering operating deficits for public water and wastewater systems.

Emergency grants are available when the Local Government Commission has assumed full or partial control over the water or wastewater system under G.S. 159-181.

Emergency grants are available when a local government or public authority's charter that owns or operates the water or wastewater system has been suspended or revoked by local act.

Adds emergency grant provisions to statutes governing wastewater system grants (G.S. 159G-33) and public water system grants (G.S. 159G-34).

Effective date is October 1, 2019.
