• Transfers sex offender registration authority from the Department of Public Safety to the State Bureau of Investigation throughout sex offender registration statutes and related criminal information network provisions.

• Modifies juvenile record expunction eligibility age from 16 to 18 years for persons alleged to be delinquent, and changes DNA record expunction language from "dismissed" to "remanded to the district court for juvenile adjudication."

• Requires hunters who harvest black bears to submit at least one upper premolar tooth to the Wildlife Resources Commission by January 31 following the hunting season, with violations constituting infractions punishable by $35 fine.

• Authorizes Wildlife Resources Commission to certify wildlife control technicians as employees of wildlife control agents at no fee, and requires alligator control agent certification in addition to wildlife control credentials.

• Expands access to the JWise juvenile court information system to include legal assistants in district attorney offices, limited to examining juvenile delinquency records only.
