Creates the new offense of "Revoked Driving Felony Death by Vehicle" for unintentionally causing another's death while violating motor vehicle laws with a revoked license for impaired driving.

Classifies Revoked Driving Felony Death by Vehicle as a Class F felony with a mandatory minimum sentence of 12 months active imprisonment that cannot be suspended.

Requires the Division to revoke the registration of all motor vehicles registered to a person convicted of this offense and prohibits re-registration until the person's driver's license is restored.

Makes license revocation permanent for violations of the new offense under G.S. 20-141.4(a7).

Effective date is December 1, 2020, and applies only to offenses committed on or after that date.
