Expands Opportunity Scholarship Grant Fund eligibility to include any student eligible to attend a North Carolina public school, removing previous restrictions based on prior school attendance or grant receipt.

Retains eligibility for students entering kindergarten or first grade, children in foster care, children adopted within one year, and children of active uniformed service members.

Appropriates at least $10 million annually to the Opportunity Scholarship Grant Fund Reserve for 10 years, with amounts increasing from $44.84 million in fiscal year 2017-2018 to $146.84 million in fiscal year 2027-2028 and thereafter.

Repeals G.S. 115C-562.2(a)(2)b without specifying which provision is removed.

Becomes effective upon passage and applies beginning with scholarship grants awarded for the 2021-2022 school year.
