Department of Environmental Quality must study and report by February 1, 2021 on narrow spans of control (supervisor overseeing three or fewer employees) in the Divisions of Mitigation Services and Marine Fisheries, Office of Environmental Education and Public Affairs, and Financial Services and Human Resources units.

Study must analyze detailed justification for positions in narrow spans, identify opportunities to combine or collapse spans, and explore technical expertise compensation tracks as alternatives to supervisor promotions for employee retention.

Department must develop a formal business plan and return on investment analysis for the Permitting Transformation Project (PTP) including cost-benefit analyses, implementation timelines, and comparisons to private vendor systems and other states' approaches.

Department must create a performance management system for the PTP that establishes permit processing performance measures and benchmarks, and develops a plan for collecting permit processing data over time.

Department must consult with the Office of State Budget and Management and report findings to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources by February 1, 2021.
