Establishes a process for the State Board of Elections to develop multiple optimum county cluster maps within 14 days of receiving 2020 census data, with optional delegation to Duke University or UNC Chapel Hill.

Requires the Executive Director of the State Board of Elections to distribute cluster maps to legislative leaders within 28 days and make them publicly available within 29 days for a minimum 5-day public comment period.

Mandates joint committee meetings within 37 days to receive public comments and select one cluster map for Senate and one for House redistricting, with explicit prohibitions on considering incumbent protection or partisan advantage.

Requires cluster maps to include notes sections identifying total clusters, shapefiles, block assignment files, and detailed tables showing cluster identifiers, counties, population data, and deviation percentages from ideal cluster population.

Appropriates $25,000 in nonrecurring funds to the State Board of Elections for the 2020-2021 fiscal year to develop cluster maps, with funds remaining available through August 31, 2021.
