Appropriates $2,500,000 in recurring General Fund dollars to NC A&T State University for fiscal year 2020-2021 to match federal agricultural research and extension funds on a 1:1 basis as required by the National Agricultural Research, Extension, and Teaching Policy Act of 1977.

Appropriates $7,500,000 in recurring General Fund dollars to NC A&T State University for fiscal year 2020-2021 to support doctoral programs including computer science, engineering, energy and environmental systems, education, agriculture, and rehabilitation counseling through funding for new faculty and graduate student services.

Directs the General Assembly to appropriate additional matching funds in subsequent fiscal years as necessary to maintain compliance with the 1:1 federal match requirement to prevent loss of millions in federal dollars.

This act takes precedence over conflicting provisions in House Bill 966 from the 2019 Regular Session.

Becomes effective July 1, 2020.
