Adds employment and retention metrics to educator preparation program (EPP) accountability standards, including employment of completers as beginning teachers within one year and retention of educators in the profession based on North Carolina Teachers' and State Employees' Retirement System membership at least three years after licensure.

Requires annual performance reports from all recognized EPPs disaggregated by race, sex, and ethnicity, including graduation rates, time-to-graduation rates, examination scores, field supervisor ratios, and preparation for teaching students with disabilities and limited English proficiency.

Establishes a small group exception rule allowing the State Board of Education to exclude disaggregated performance data when demographic groups have too few participants and permits cumulative measurement over multiple years for small student groups.

Directs the State Board of Education to develop a formulaic, performance-based weighted model for comparing EPP report cards and requires a report to the Joint Legislative Education Oversight Committee by November 15, 2019 on implementation recommendations.

Requires public EPP report cards available online beginning December 15, 2019, with user-friendly access and ability to compare performance data between programs; Section 3 becomes effective July 1, 2020 for data from the 2020-2021 academic year.
