Department of Health and Human Services shall develop and implement a biomonitoring health study program to measure concentrations of PFAS chemicals (including GenX) in population groups within a 100-mile radius of an industrial facility at 22828 North Carolina Highway 87 in Fayetteville.

Study shall establish foundational baseline data to support future epidemiological and public health studies and assess the effectiveness of public health efforts and regulatory programs in decreasing exposure to toxic chemicals.

Department shall complete the study by December 31, 2022, and submit progress reports every six months to the Environmental Review Commission beginning no later than January 1, 2021.

$100,000 in nonrecurring funds for fiscal year 2020-2021 is appropriated from the General Fund to the Department of Health and Human Services to carry out the program.

Funding provision becomes effective July 1, 2020, with the remainder of the act effective upon passage.
