Adds prohibition on using methyl bromide as a fumigant for whole logs to G.S. 143-443(a), effective December 1, 2020

Allows temporary permits for methyl bromide use in log fumigation operations through November 30, 2023, upon request to the Pesticide Board

Requires the Pesticide Board to adopt emergency rules establishing a standard of 5 ppm for average airborne exposure during any eight-hour period for employees at permitted facilities

Mandates temporary permits include compliance with Environmental Management Commission's acute (0.078 mg/m³) and chronic (0.005 mg/m³) Acceptable Ambient Level standards and at least monthly monitoring of ambient emissions at facility boundaries with public reporting

Appropriates $50,000 in nonrecurring funds to the Department of Agriculture and Consumer Services for 2020-2021 fiscal year to implement the act
