Appropriates $150,000,000 in nonrecurring funds from the General Fund to the Department of Commerce for the 2020-2021 fiscal year.

Establishes an economic stimulus grant program for counties designated as development tier one areas for the 2020 calendar year.

Provides funds to local government units for conducting laborshed studies to understand workforce characteristics and employment patterns in local labor markets.

Supports identification, planning, and development of regional low-wealth corridors and study of disparities affecting women- and minority-owned businesses.

Authorizes funding for other programs and activities designed to increase prosperity and reduce economic distress in tier one development areas.
