Expands North Carolina Medicaid eligibility to veterans with modified adjusted gross income below 100% of the federal poverty level who are ages 19-64 and not enrolled in Medicare Parts A or B.

Defines a veteran as a North Carolina resident entitled to benefits under United States law by serving in and honorably discharging from the Armed Forces.

Requires costs be funded entirely from state sources: the General Fund, hospital assessments similar to the Hospital Provider Assessment Act, and taxes on prepaid health plan premiums and managed care organizations.

Appropriates $250,000 in nonrecurring General Fund money for fiscal year 2020-2021 to the Department of Health and Human Services for planning and implementation preparation.

Becomes effective upon enactment.
