Authorizes the ABC Commission Chairman to permit alcohol retailers with off-premises consumption permits (G.S. 18B-1001(10)) to conduct retail sales and delivery during the COVID-19 emergency.

Allows food service permittees (G.S. 18B-1001.4) and their employees or independent contractors to deliver prepared products from alcohol retailers.

Requires all alcohol sold or delivered under this authority be packaged in secure containers, sold only with food, and limited to two servings per meal or food item ordered.

Appropriates $50,000 in nonrecurring funds to the ABC Commission for the 2019-2020 fiscal year to implement the act.

Expires when Executive Order No. 116 declaring a state of emergency for COVID-19 response expires or is rescinded.
