Transfer $6,000,000 in nonrecurring funds from the General Fund to the State Capital and Infrastructure Fund for the 2020-2021 fiscal year.

Appropriate $6,000,000 to Elizabeth City State University for capital improvements: $2,000,000 for a chiller and $4,000,000 for an HVAC system.

Authorize the Department of Transportation Ferry Division to lease a passenger ferry vessel between Hatteras and Ocracoke with a lease term ending no later than September 10, 2020.

Allocate up to $1,146,179 from the Department of Transportation Contingency Fund (S.L. 2019-231) for the 2019-2020 fiscal year to lease and operate the Hatteras-Ocracoke ferry.

Make Sections 1 and 2 effective July 1, 2020; remainder effective upon enactment (approved June 30, 2020).
