Establishes state policy to encourage and promote the use of veteran contractors in state purchasing of goods and services, state construction contracts, and information technology procurement.

Requires governmental entities, local school administrative units, and nonprofit corporations receiving $500,000 or more annually in state appropriations to report annually to the Department of Administration on the percentage of contract purchases from veteran-owned businesses and the percentage of contract bids received from veteran-owned businesses.

Creates new reporting requirements for public entities on veteran business participation in state building projects, including the number of veteran businesses awarded contracts, descriptions of work performed, and outreach efforts to identify veteran businesses.

Directs the Department of Administration to collect, compile, and report veteran business data no later than February 1 each year to the Joint Legislative Oversight Committee on General Government and the Fiscal Research Division.

Appropriates $50,000 in nonrecurring funds to the Department of Administration for the 2020-2021 fiscal year to implement the act, effective July 1, 2020.
