Establishes the position of North Carolina Surgeon General appointed by the Governor to serve as the state's chief public health advocate with a four-year term concurrent with the Governor's term.

Beginning January 1, 2024, the Surgeon General appointment becomes subject to Senate confirmation and may be appointed to consecutive terms.

Requires the Surgeon General to be a physician licensed in North Carolina with exceptional communication skills, recognized leadership in addressing health disparities, and demonstrated commitment to serving individuals at risk due to social determinants of health.

The Surgeon General reports directly to the Governor, advises on health policy, serves as the state's public health spokesperson, and works with the Secretary of Health and Human Services to ensure departmental compliance.

Appropriates $150,000 in recurring funds for the 2020-2021 fiscal year to create the full-time position within the Office of the Governor, effective July 1, 2020.
