Permits student-athletes at North Carolina institutions of higher education to receive compensation for the use of their name, image, and likeness related to athletic programs, effective January 1, 2023.

Allows student-athletes to hire athlete agents or licensed attorneys for representation in accordance with state and federal law, including the Sports Agent Responsibility and Trust Act.

Prohibits institutions of higher education and athletic associations from penalizing, suspending, or making student-athletes ineligible based on their receipt of compensation or use of agent representation.

Establishes an 18-member Study Committee on Student-Athlete Compensation to review implementation of fair compensation systems and report findings to the 2021 General Assembly session, with $10,000 appropriated for operations and consultant services.

Modifies athlete agent contract warning requirements to remove the provision stating student-athletes will lose eligibility upon signing an agent contract, effective January 1, 2023.
