Adds motor vehicle collision to G.S. 130A-383(a) as a category of death requiring medical examiner notification, alongside violence, poisoning, accident, suicide, and homicide.

Appropriates $5,000 in nonrecurring funds to the Department of Health and Human Services, Division of Public Health, Vital Records Section, to update death certificate forms accordingly.

Section 3 funding becomes effective July 1, 2020; remaining provisions become effective October 1, 2020, and apply to all deaths occurring on or after that date.
