Extends the application deadline for the Hurricane Florence Agricultural Disaster Program to farmers in North Carolina counties that received a Presidential or Secretarial disaster declaration for Hurricane Michael between January 31, 2019, and February 15, 2019

Makes farmers eligible for financial assistance if they experienced verifiable losses of agricultural commodities from Hurricane Michael and their farms are located in designated disaster counties

Department shall accept completed applications for no more than 10 consecutive business days on which the federal government is not partially or fully shut down, beginning upon the act's effective date

Act becomes effective upon passage and expires once the Department has processed all validly received applications from the application period

Ratified March 7, 2019, and approved March 8, 2019
