Appropriates $1,600,000 in nonrecurring funds to the Department of Public Safety for the 2019-2020 fiscal year to reimburse mixed beverages permit fees paid to the Alcoholic Beverage Control (ABC) Commission.

Provides one-time reimbursement of pro-rata fees for March, April, and May 2020 to permittees with active mixed beverages permits as of March 1, 2020, compensating businesses impacted by the COVID-19 outbreak.

Allows funds to remain available for expenditure until June 30, 2021, rather than reverting at the end of the 2019-2020 fiscal year.

Requires the ABC Commission to submit a report by October 1, 2020, detailing the amount reimbursed, number of permittees reimbursed, individual reimbursement amounts, and any funding shortfall for full pro-rata reimbursement.
