Establishes the North Carolina Black Women and Girls Task Force within the Department of Administration with 13 members, including 9 nonprofit leaders serving Black women and girls, 2 senators (at least one from minority party), and 2 house representatives (at least one from minority party).

Task Force cochairs alternate annually between a senator-appointed chair (odd years) and house-appointed chair (even years), with all members serving two-year terms and receiving per diem and travel expenses.

Directs the Task Force to study health and wealth disparities, educational justice, violence, criminal justice system impacts, and healthcare disparities affecting Black women and girls, including effects of COVID-19, maternal morbidity, and infant mortality.

Requires submission of a report to the Joint Legislative Education Oversight Committee and Joint Legislative Oversight Committee on Health and Human Services before the 2021 General Assembly convenes, with biennial reports thereafter.

Appropriates $500,000 in recurring funds for each of the 2020-2021 and 2021-2022 fiscal years, with the task force set to expire September 30, 2030.
