Authorizes the Board of Trustees of the North Carolina School of Science and Mathematics to establish a western campus in Morganton, North Carolina.

Appropriates $3,340,591 in recurring funds for the 2020-2021 fiscal year to establish 46 new positions and provide operating funds, equipment, and supplies for the Morganton campus.

Appropriates $2,608,160 in recurring funds held in reserve by the Office of State Budget and Management, to be released on July 1, 2021, upon certification that the Morganton campus will admit its first class in the 2022-2023 school year.

Expresses legislative intent to appropriate additional funds: $1,334,264 (nonrecurring) for 2021-2022; $3,822,474 (recurring) and $347,412 (nonrecurring) for 2022-2023; and $1,638,794 (recurring) and $33,336 (nonrecurring) for 2023-2024.

Becomes effective July 1, 2020.
