Appropriates $20,000,000 in recurring funds for 10 fiscal years (2020-2021 through 2029-2030) to five HBCU constituent institutions: North Carolina Central University, North Carolina A&T State University, Fayetteville State University, Winston-Salem State University, and Elizabeth City State University for scholarships, faculty recruitment, course development, and operational support.

Allocates $10,000,000 in recurring funds for 2020-2021 to North Carolina A&T State University to support doctoral programs in computer science, engineering fields, energy and environmental systems, education, and rehabilitation counseling.

Allocates $10,000,000 in recurring funds for 2020-2021 to North Carolina Central University to support doctoral programs in arts and sciences, behavioral and social sciences, business, education, library and information sciences, and law.

Requires the Teaching Fellows Program to select at least one HBCU constituent institution and one private HBCU institution to participate in the educator preparation program providing forgivable loans of up to $4,125 per semester to prospective teachers.

Becomes effective July 1, 2020, with the Teaching Fellows Program modifications effective for the 2021-2022 academic year.
