Increases maximum weekly unemployment benefit amount from $350 to $450.

Changes benefit calculation to use the average of the two highest paid quarters instead of the last two completed quarters.

Establishes a maximum 26-week benefit period for eligible individuals unless extended by state or federal law.

Expands eligibility to include individuals leaving work for spousal relocation, health reasons, or undue family hardship (childcare or eldercare unavailability).

Appropriates $100,000 to the Division of Employment Security for a statewide public information campaign for fiscal year 2020-2021 and directs the Legislative Research Commission to study the feasibility of establishing a work-sharing or short-term compensation program.
