Establishes the Law Enforcement & Teacher Protection Reserve in the General Fund to hold federal COVID-19 relief funds, including remaining balances from the Coronavirus Relief Fund under the CARES Act

Permits reserve funds to be used for public health and testing, state government operational shortfalls, education funding shortfalls, public safety funding shortfalls, and taxpayer relief related to COVID-19

Transfers the remaining balance from the existing Coronavirus Relief Reserve to the new reserve and directs any future reversions of funds back to the new reserve instead of the previous one

Appropriates $5,000 in nonrecurring funds to the Office of the State Controller for 2019-2020 fiscal year to cover implementation costs

Takes effect upon enactment
