Transfers $119,000,000 in nonrecurring funds from the General Fund to the State Capital and Infrastructure Fund for the 2020-2021 fiscal year to fund repairs and renovations projects for state agencies and University of North Carolina institutions.

Allocates $4,000,000 of the total for historical and cultural projects: $2,500,000 to the Department of Natural and Cultural Resources for contextual signage and African-American monuments on the State Capitol grounds, and $1,500,000 as a grant to the North Carolina Freedom Monument Project, Inc. (contingent on raising $1,700,000 in matching non-State funds).

Distributes remaining $115,000,000 with 40% for University of North Carolina repairs and renovations and 60% for state agency repairs and renovations (excluding UNC).

Enacts statutory changes to G.S. 143C-8-13, G.S. 143C-8-7, and related statutes governing capital project planning, funding procedures, and disbursement from the State Capital and Infrastructure Fund.

Effective date: Sections 1 and 2 become effective July 1, 2020; remaining provisions effective upon enactment.
