Appropriates $645,400,000 from the Coronavirus Relief Fund to the Office of State Budget and Management for the 2020-2021 fiscal year to offset General Fund appropriations for allowable COVID-19-related expenditures

Establishes that payroll expenses for public safety, public health, health care, human services, and similar employees substantially dedicated to COVID-19 response are eligible uses of the funds

Creates a Statewide Reserve for Appropriations with a beginning negative balance of $645,400,000 that must reach zero by December 30, 2020

Requires funds to offset rather than increase state agency appropriations, with OSBM reducing General Fund appropriations and transferring the amount to the Reserve as allowable expenditures are identified

Effective July 1, 2020, and subjects all appropriated funds to requirements and limitations of S.L. 2020-4 with reporting requirements to OSBM
