Transfers $3,783,912 in nonrecurring funds from the Department of Environmental Quality's Shallow Draft Navigation Channel Dredging and Aquatic Weed Fund to support the Agricultural Sciences Center opening, with funds to be used by August 15, 2020

Transfers $1,217,088 in nonrecurring funds from the Department of Agriculture and Consumer Services' Agricultural Development and Farmland Preservation Trust Fund to support the Agricultural Sciences Center opening, with funds to be used by August 15, 2020

Transfers $5,000,000 in nonrecurring funds from the Department of Commerce's Expanded Gas Products Service to Agriculture Fund to support the Agricultural Sciences Center opening, with funds to be used by August 15, 2020

All transferred funds for the 2020-2021 fiscal year are designated for equipment, moving costs, and other nonrecurring expenses associated with opening the Agricultural Sciences Center
