Appropriates $41,500,000 from the Coronavirus Relief Fund to the Community Colleges System Office for enrollment growth at North Carolina's community colleges in the 2020-2021 fiscal year.

Appropriates $1,880,000 to the Department of Public Instruction for supplemental funding to eight cooperative innovative high schools (CIHS) for the 2020-2021 school year, with funds transferred from the Civil Penalty and Forfeiture Fund and offset from the General Fund.

Authorizes Halifax Early College High School, Stanly STEM Early College High School, and Gaston Early College of Medical Sciences High School to operate as cooperative innovative high schools.

Imposes a moratorium on approvals for new cooperative innovative high schools to open for the 2021-2022 school year and limits the State Board of Education to conditionally approve only three new CIHS applications requesting additional funds per school year beginning with 2022-2023 applications.

Appropriates $645,400,000 from the Coronavirus Relief Fund to the Office of State Budget and Management to offset General Fund appropriations across state government for allowable COVID-19-related expenditures, effective July 1, 2020.
