Senate Bill 820 Summary

• Establishes the Study Commission on State Government Contract Savings to study state contracting methodologies and identify budgetary savings and efficiencies.

• Commission shall study renegotiation of existing state contracts valued at $20,000,000 or more, best practices for new contracts under $20,000,000, state agencies not using existing State Term Contracts, and redundant contracts that could be consolidated.

• Commission membership includes the State Auditor and State Budget Director as cochairs, all Council of State members, 4 House Representatives, 2 Senators, and heads of each cabinet department.

• Commission must submit quarterly reports and a final report with proposed legislation to the General Assembly by May 1, 2021, after which the Commission terminates.

• Appropriates $200,000 from the General Fund for the 2020-2021 fiscal year to fund the Commission's operations, with funding effective July 1, 2020.
