Allocates $1,700,000 from the Highway Fund to the Division of Motor Vehicles, License and Theft Bureau for fiscal year 2020-2021 to award compensation increases to sworn law enforcement officers, effective July 1, 2020.

Provides salary increases to Bureau law enforcement officers employed as of June 30, 2020, based on years of service in law enforcement and educational degree level as outlined in the Office of State Human Resources General Salary Schedule quartile requirements.

Salary increases shall follow the Classification and Compensation System established by the Office of State Human Resources and be calculated using the Salary Qualification Worksheet.

Requires the Department of Transportation to report to the General Assembly by October 1, 2020, on the results of distributing the allocated pay increase funds.
