State Controller shall transfer $30,000,000 from the Local Government Coronavirus Relief Reserve to the Coronavirus Relief Fund established in S.L. 2020-4.

$30,000,000 in nonrecurring funds appropriated to the Office of State Budget and Management for fiscal year 2020-2021 to be allocated to the City of Winston-Salem for COVID-19 prevention expenditures consistent with U.S. Treasury Department guidance.

City is liable to the State for any misuse or mishandling of funds and subject to clawback measures, including reduction or elimination of other State funds.

City officers, officials, and employees who violate fund usage requirements are subject to civil action and personal liability to reimburse the State.

City must report to OSBM on fund usage beginning October 1, 2020, and quarterly thereafter until all funds are expended and accounted for; act becomes effective July 1, 2020.
