Appropriates $100,000,000 from the Coronavirus Relief Reserve to the Home Protection Program Fund for mortgage assistance to individuals experiencing COVID-19 related job loss and financial hardship.

Establishes eligibility requirements including property ownership in North Carolina, current unemployment enrollment, household income not exceeding 350% of federal poverty level, and ability to provide mortgage information.

Provides loans up to $40,000 per eligible participant with a 10-year term at 0% interest, with balance forgiven after 10 years unless property is sold for profit, requiring repayment up to the profit amount.

Establishes an Emergency Housing Office within the Department of Health and Human Services to collect homelessness data, coordinate emergency housing resources, and provide referrals to nonprofit assistance organizations.

Requires the Department of Health and Human Services to submit semiannual reports to the Joint Legislative Oversight Committee on Health and Human Services containing homelessness data by region/county/city, service activity summaries, and legislative and funding recommendations.
