Limited learner's permit holders may drive between 5:00 A.M. and 9:00 P.M. for the first three months after issuance, then at any time thereafter.

Reduces the minimum holding period for a limited learner's permit from unspecified existing requirements to at least six months.

Allows persons with out-of-state licenses to obtain a full provisional license if they completed drivers education, held their out-of-state license for at least six months, and had no motor vehicle moving violations or seat belt infractions in the preceding six months.

Allows persons with out-of-state licenses to obtain a limited provisional license if they completed drivers education but either did not hold an out-of-state license for six months or had moving violations or seat belt infractions in the preceding six months.

Appropriates $5,000 in nonrecurring Highway Fund monies to the Division of Motor Vehicles for implementation in fiscal year 2019-2020, with the act expiring June 30, 2021 and applying to persons who turned 15 years old on or after March 1, 2020.
