Repeals Section 3 of S.L. 2013-5, which previously prohibited closing the Medicaid coverage gap in North Carolina.

Establishes eligibility for Medicaid benefits for individuals ages 19-64 with modified adjusted gross income at or below 133% of federal poverty level who are not otherwise eligible for Medicaid or Medicare.

Requires eligible individuals to receive benefits through an Alternative Benefit Plan established by the Department of Health and Human Services, with co-payments matching those for other Medicaid beneficiaries.

Appropriates $100,000 in nonrecurring funds for the 2020-2021 fiscal year to the Department of Health and Human Services for planning and implementation costs.

Directs the General Assembly to enact legislation establishing a Medicaid Coverage Gap Assessment on hospital providers to fund the state share of program and administrative costs.
