Increases transfer from Reserve to Relief Fund from $1,275,988,029 to $1,575,988,029 for fiscal year 2019-2020.

Increases appropriation to Office of State Budget and Management from $1,425,988,029 to $1,725,988,029 in nonrecurring funds for continuity of state operations through December 30, 2020.

Increases allocation for continuity of operation needs across state government from $70,000,000 to $370,000,000, including overtime costs at correctional and mental health facilities, personal protective equipment, COVID-19 testing supplies, information technology equipment, and telepresence services.

Authorizes up to $2,000,000 for establishing a temporary North Carolina Pandemic Recovery Office and up to $500,000 for State Auditor requirements.

Requires Office of State Budget and Management to report to Joint Legislative Commission on Governmental Operations by August 15, 2020, detailing agency allocations, amounts disbursed, and fund usage.
