Requires applicants for National Pollutant Discharge Elimination System (NPDES) permits to fully disclose all pollutants at or above practical quantitation limits, including chemical abstracts service numbers.

Mandates elimination of PFAS (perfluoroalkyl and polyfluoroalkyl substances) from industrial user discharges prior to discharge into state waters, or requires industrial users to eliminate PFAS themselves if elimination is economically impracticable.

Directs Department of Environmental Quality to identify technology-based limits for detectable PFAS in NPDES permits by June 1, 2021, with treatment sufficient to reduce PFAS to non-detect levels below 10 ppt.

Requires studies on PFAS presence in land-applied biosolids, municipal solid waste landfill leachate, and destruction/disposal techniques, with reports due by September 1, 2021.

Appropriates $92 million total funding: $5 million for drinking water treatment for contaminated wells, $5 million for water quality monitoring, $1 million for PFAS Chemical Action Plan, $1 million for destruction technology study, and $80 million in matching grants to water systems for treatment infrastructure improvements.
