Department of Health and Human Services shall study human exposure to PFAS in the Cape Fear River Basin and conduct an epidemiological study of disease disparities related to long-term PFAS exposure, with a final report due by December 31, 2021 and quarterly reports beginning January 1, 2021.

Wildlife Resources Commission shall study ecological exposures and impacts from PFAS contamination in the Cape Fear River Basin, with a final report due by December 31, 2021 and quarterly reports beginning January 1, 2021.

Office of State Budget and Management shall estimate costs incurred by the State, local governments, businesses, and individuals in response to PFAS exposure, with a final report due by December 31, 2021 and quarterly reports beginning January 1, 2021.

Department of Environmental Quality shall create an inventory of all PFAS discharges to air and surface waters and contamination in soil and groundwater by September 1, 2021, and the Secretaries' Science Advisory Board shall conduct a risk assessment of PFAS health effects by September 1, 2021.

Appropriates $700,000 in nonrecurring funds for the 2020-2021 fiscal year to various agencies: $100,000 each to Health and Human Services, Wildlife Resources Commission, and Office of State Budget and Management; $200,000 to Department of Environmental Quality; and $100,000 to North Carolina Policy Collaboratory.
