Appropriates $480,000,000 in recurring General Fund dollars to the Department of Public Instruction for the 2020-2021 fiscal year to increase the Instructional Support Allotment for school mental health personnel.

Establishes statewide staffing ratios requiring at least one school psychologist per 700 students, one school counselor per 250 students, and one school social worker per 400 students.

Requires funds to supplement rather than supplant existing funding for school psychologists, school counselors, and school social workers.

Becomes effective July 1, 2020.
