Grants legal immunities to UNC laboratory schools, their governing bodies, and employees that match those provided to public K-12 schools under state law, excluding immunity for gross negligence, wanton conduct, or intentional wrongdoing.

Modifies laboratory school renewal requirements to allow five-year renewal periods if schools maintain 25% low-performing schools in their district or if the Subcommittee waives this requirement, and permits termination if schools fail to meet mission objectives.

Specifies that local school districts must lease facilities to UNC for $1.00 annually and provide at no cost to the university: facilities maintenance, technology support, transportation (including for homeless students), food services, and student support services.

Establishes student eligibility criteria including assignment to low-performing schools, failure to meet expected growth, sibling status, or employee status; allows schools to fill up to 20% of capacity with non-qualifying students if enrollment targets are not met by March 1.

Appropriates $895,000 in nonrecurring funds for fiscal year 2020-2021 to UNC constituent institutions operating laboratory schools for lease, facilities, technology, transportation, food, and student support costs.
