Directs the ABC Commission Chairman to allow off-premises retail sales and delivery of mixed beverages by permittees during the COVID-19 emergency, overriding existing statutory restrictions.

Permits employees and independent contractors to deliver mixed beverage products prepared by qualifying establishments.

Requires all beverages sold or delivered to be packaged in secure containers with lids or caps designed to prevent consumption without opening, sold only with food, and limited to two servings per meal or food item ordered.

Appropriates $50,000 in nonrecurring funds to the ABC Commission for the 2019-2020 fiscal year to cover implementation costs.

Expires when Executive Order No. 116 declaring a state of emergency for COVID-19 response expires or is rescinded.
