Senate Resolution 865 honors Anthony Eden "Tony" Rand, a former North Carolina state senator who died on May 1, 2020, at age 80

Rand served in the North Carolina Senate for more than 11 terms from 1981-1988 and 1995-2009, serving as Majority Leader from 1987-1988 and 2001-2009

Rand practiced law for over 55 years and focused on public education and economic development, including legislation benefiting Fayetteville, the University of North Carolina system, and UNC Chapel Hill Law School

Rand received the William Richardson Davie Award from UNC Chapel Hill, Distinguished Alumnus Award from UNC Law School, and honorary doctorates from Fayetteville State University, UNC Chapel Hill, and Methodist University

The Senate extends sympathy to Rand's family and directs the Principal Clerk to transmit a copy of the resolution to his surviving wife, Karen Skarda Rand, and other family members
