Amends North Carolina Constitution to restore voting rights to individuals convicted of felonies upon completion of active punishment imposed by the court.

Excludes individuals convicted of murder or sexual offenses from automatic restoration; those individuals must have civil rights formally restored through legal process to regain voting rights.

Constitutional amendment requires submission to voters at the 2020 general election for approval by majority vote.

State Board of Elections must certify the amendment to the Secretary of State if approved by voters; amendment becomes effective upon certification.

Amendment becomes law when it receives voter approval; effective immediately upon certification by the Secretary of State.
